Wilfred Osei Kwaku “Palmer” has expressed his disappointment and unhappiness about the Ghana Football Association for presenting what he describes as “Expired budget” to the 26th Ordinary Congress of the association that is slated for September 1 and according to Tema Youth bank-roller the practice is against the laws of Ghana and the statutes of the GFA.
The GFA in their Convocation letter of the 26th Ordinary Session of Congress to members included the budget of the association that covered the period 26 October 2019 to 30 June 2020 as one of the sixteen agenda and Palmer has criticized this as a bad financial practice.
According to the Tema Youth president this is not only against the statutes of the governing body of football in the country headed by Kurt Okraku but also it is not in conformity with the Company’s Act of Ghana.
“We have to state this on record that they are breaching the statutes of the association.” Mr. Osei Kwaku declared in an interview with Fox FM of Kumasi.
“They did a budget that reflects October 2019 to June 2020 and we are in August 2020. How can you present an expired budget to anybody. This is not done anywhere.” Palmer stated on Kumasi-based Fox FM on Friday morning.
“How can they (GFA) do that. They have already spent the money and so all you have to do is call for the accounts to be audited. The format of the budget is not even acceptable. This is not even a budget. It is wrong. It is an estimate” the Tema youth president added.
“The GFA is saying that the audited accounts is not ready but have you ever heard of any company that goes to annual general meeting without audited accounts.” he quizzed.
“Per Article 50 – 157 of the Company’s Act 992, 2019 that makes it clear that no congress can be held without laying the financial statement of that particular company for the members of that company to deliberate on. But the GFA says we should go to Congress without audited financial accounts. How is is this even possible” Palmer quizzed on Fox 97.9 FM in Kumasi.
Meanwhile the Court of Arbitration for Sport is expected to render their verdict of the case involving Mr. Osei Kwaku and the GFA after the former filed an appeal at CAS to seek justice following his disqualification from the October 2019 GFA Presidential polls overseen by the Kofi Amoah-led Normalisation Committee.
